Holding water on permeable ground
A pond holds water because something under it will not let the water through. On this landscape that is not a given. Soils across much of Lowndes County are sandy and, in the case of the Valdosta series, described by the NRCS as somewhat excessively drained with rapid permeability — which is to say water tends to leave downward. Whether a proposed pond will hold at a given location depends on what is under the excavation, not on how deep it is dug, and that is a question to investigate before dirt moves rather than after.
The regional geology sharpens the point. The principal artesian aquifer beneath this area is a limestone of Eocene to Miocene age, and the U.S. Geological Survey has documented the Withlacoochee River north of Valdosta contributing on the order of 112 cubic feet per second into caverns and sinkholes that recharge it. Solution features in limestone are, by definition, places where water has already found a route down. Excavating into ground with those characteristics without understanding them is how a new pond becomes an expensive dry hole — or worse, a direct conduit.
Getting water off ground that will not shed
The opposite problem is a low area, a pasture that stays soft, or a yard that holds water against a structure. The remedy is almost always shaping rather than piping: a swale that intercepts flow and carries it somewhere useful, a re-cut ditch that has silted in, or regrading a low spot so the surface has somewhere to go. Pipe has its place, but a pipe installed without addressing the surface that feeds it tends to move the problem twenty feet.
Anywhere this work approaches a creek, pond, wetland edge or other state waters, the 25-foot buffer applies to land disturbance and to trimming vegetation, and a variance from the Georgia Environmental Protection Division is required to work inside it. Drainage work also frequently pushes a project over the 1.0-acre disturbance threshold that triggers a land disturbance permit, NPDES coverage and an approved erosion and sediment control plan.
